关于做好2021年度专业技术人员继续教育有关工作的通知

各市人力资源社会保障局，各有关部门(单位)，行业协会，继续教育基地：：为加强专业技术人员继续教育工作，促进专业技术人员队伍建设，提升专业技术人员能力素质，根据《专业技术人员继续教育规定》(人力资源社会保障部令第25号)等规定，现就做好我省2021年度专业技术人员继续教育（以下简称继续教育）有关工作通知如下：继续教育学习的内容和要求<p style="list-style: none; margin-bottom: 0px; background-origin: initial; background-clip: initial; word-break: break-all; text-indent: 42px; line-height: 36px;">全省各类企事业单位、社会团体、民营企业等组织（以下统称用人单位）的专业技术人员应按规定参加继续教育。每年参加继续教育累计应不少于90学时，其中，公需课不少于30学时，专业课不少于60学时。<p style="list-style: none; background-attachment: initial; background-origin: initial; background-clip: initial; word-break: break-all; text-indent: 42px; line-height: 36px;">公需科目。2021年继续教育公需科目必修课为：“习近平新时代中国特色社会主义思想”专题系列课程，“我省八大发展战略”专题系列课程，“专业技术人员职业道德和能力建设”专题系列课程。公需科目选修课程主要围绕疫情防控、信息化及网络安全、电子商务、知识产权、人才国际化、人文素养等方面的内容。<p style="list-style: none; margin-bottom: 0px; padding: 0px; font-family: 微软雅黑; color: rgb(51, 51, 51); font-size: 14px; background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial; word-break: break-all; text-indent: 42px; line-height: 36px;">专业科目。2021年专业科目由各省级行业主管部门制定学习指南并向社会发布。各设区的市、各部门（单位）可根据指南确定科目内容并组织实施。国家级、省级继续教育基地应制定2021年度继续教育工作计划并报管理单位同意后组织实施。参加由行业主管部门组织、人力资源社会保障部门认可的技能竞赛、技术比武、行业性比赛活动或其他种类的学习，可抵不超过5个学时的公需科目、不超过30个学时的专业科目。国家、省另有规定的从其规定。二、继续教育学习的形式和途径公需科目和专业科目学习均可采取远程教育和线下培训的形式开展。各省级行业主管部门、设区的市人力资源社会保障部门可开展面向本行业、本地区的培训活动。国家级、省级继续教育基地可开展面向全省的培训活动。省级行业主管部门、设区的市人力资源社会保障部门有专门要求的，专业技术人员须按要求学习。三、<span style="list-style: none; line-height: 36px;">（一）继续教育工作是贯彻落实国家重点战略和我省“八大战略”的重要举措，是提升专业技术人员能力素质的重要抓手。各部门和继续教育基地要根据国家和省专业技术人员继续教育有关规定，分类分领域加快推进继续教育，进一步完善多层次、多类别、多形式的培养培训格局，加强对基层一线专业技术人员的培训力度，打造有素质、有能力、有水平的专业技术人才队伍。<p style="list-style: none;
